Description

The project is a partnership between Uzbekistan and foreign investors supported by a bespoke Investment Agreement which gives the project explicit business and operating rights. Gas-to-Liquids (GTL) is a technology that processes natural gas into liquid fuels.

Objectives and Scope

The scope includes the three-stage GTL process unit, utilities and offsites, and connecting pipeline and rail. The project will produce fuel and naphtha products.

Project Rationale and Linkage to Country/Regional Strategy

The Project is in line with the Country Partnership Strategy (CPS) 2012-2016 which seeks to support industrializing and diversifying the economy, promoting job creation and skills generation as well as maintaining the momentum of reforms. The Project is consistent with the CPS target for ADB to focus on the upstream and downstream development of Uzbekistan s natural resources, inclusive of petrochemical and refinery projects, which are needed to bolster value-added export products, promote regional trade, and support petroleum products refining and logistics.
